Free PDF tools,
no upload required.

Convert PDFs to Word, extract pages as JPG, build a PDF from images, or merge several files into one — all inside your browser. Your document never leaves your device.

In short

What are the best free PDF tools?

The best free PDF tools are the ones that convert your file on your own device instead of uploading it to a server. FileConverterTools offers five such tools — PDF to Word, PDF to JPG, JPG to PDF, Word to PDF and Merge PDF — each powered by open-source libraries (pdf-lib, pdfjs-dist) running inside your browser via WebAssembly. There is no file-size cap on the free tier, no watermark on the output and no signup. Smallpdf, iLovePDF and CloudConvert all upload your file first; these tools do not.

Pick the right tool

Which PDF tool do I need?

I have a PDF, I need to edit the text.

Use PDF to Word. The output is a DOCX you can open in Word, Google Docs or Pages. Works best on PDFs created from a word processor, less well on scans.

I need each PDF page as a separate image.

Use PDF to JPG. Every page becomes a standalone JPG. Great for sharing a single page on social media or embedding in a slide deck.

I have photos or screenshots, I need one PDF.

Use JPG to PDF. Drop the images in the order you want, download a single multi-page PDF. Common for passports, receipts and ID scans.

I have a DOCX, someone wants a PDF.

Use Word to PDF. Typical for job applications, invoices and contracts where the recipient asked for a "non-editable" version.

I have several PDFs, I want them combined.

Use Merge PDF. Drag to reorder, download one combined file. No page limit.

Frequently asked

PDF tools, answered.

Which PDF tools are completely free?

Every tool on this page is free with no file-size cap, no watermark and no signup. The PDF to Word, PDF to JPG, JPG to PDF, Word to PDF and Merge PDF converters all run entirely inside your browser so there's no server cost to pass on to you.

Can I edit a PDF in the browser without uploading it?

Yes. All five PDF tools on this page use pdf-lib and pdfjs-dist compiled to WebAssembly, which means the entire conversion or merge happens on your device. The file is never transmitted anywhere.

What is the biggest PDF I can convert?

The practical limit is your device's available RAM. On a modern laptop you can comfortably convert PDFs up to around 100 MB. On mobile, keep files under 25 MB for the smoothest experience.

Will my formatting be preserved?

For PDFs created from Word, Google Docs or similar word processors, formatting carries over well. For scanned PDFs (image-only), you'll get the images without editable text — we don't currently run OCR locally.

Why use these over Smallpdf or iLovePDF?

Smallpdf and iLovePDF upload your file to their servers, which can mean queues, size caps on the free tier, and your document briefly living on infrastructure you don't control. These tools skip that round-trip entirely.
